# The Vertical Asymmetry: How Off-the-Shelf Drone Swarms Unbalanced Regional Air Defense

When a thousand-dollar retail quadcopter can be adapted with basic hardware modifications to drop explosives on forward-deployed troops, the conventional calculus of air superiority breaks down. Marine Gen. Kenneth McKenzie, head of U.S. Central Command, underscored this reality during an address at a Middle East Institute event, delivering a stark assessment of the operational environment across the CENTCOM area of responsibility: U.S. forces face an asymmetrical threat from off-the-shelf unmanned aerial platforms where the defensive burden severely outweighs the adversary's cost of deployment.

I argue all the time with my Air Force friends that the future of flight is vertical and it's unmanned, McKenzie stated. And I believe we are seeing it now.

## Commercial Off-the-Shelf Hardware and Low-Altitude Hazards

The primary tactical challenge facing forward-deployed personnel does not stem from large, conventional unmanned aircraft that match the radar footprint and altitude profiles of fighter jets. Those platforms can be tracked and intercepted through traditional air defense networks. Instead, the immediate threat is driven by low-velocity, low-altitude quad rotorcraft accessible at commercial retail outlets for approximately $1,000.

With minimal adjustments, militant groups—including suspected ISIS fighters operating against personnel in Syria—have converted off-the-shelf commercial drones into airborne improvised explosive devices (IEDs) capable of releasing hand grenades or other munitions onto ground units. Because these low-altitude platforms move at low velocity, detection options on conventional radar remain severely constrained.

I'm talking about the one you can go out and buy at Costco right now in the United States for a thousand dollars, four quad, rotorcraft or something like that that can be launched and flown. And with very simple modifications, it can make made into something that can drop a weapon like a hand grenade or something else.

The operational impact of these small platforms is felt across multiple military contingents in theater. According to McKenzie, Russian military forces and other national units operating in the region have sustained significant casualties from small drone attacks, proving that traditional force structures struggle against accessible, low-altitude strike capabilities.

## Budgetary Requests and Service-Wide Defensive Initiatives

Addressing the tactical deficit has driven emergency funding requests alongside structural shifts across the Department of Defense. In CENTCOM's 2020 unfunded priorities list submitted to Congress, the command highlighted that hostile drones have expanded in size, sophistication, range, lethality, and numbers. To combat these airborne IEDs and intelligence-gathering platforms, CENTCOM requested $67.6 million in unfunded requirements specifically for counter-drone systems.

Recognizing the urgency across active operational zones, organizational adjustments took shape in 2019 when Defense Secretary Mark Esper appointed the U.S. Army to lead a joint counter-UAS mission across the Department of Defense. Parallel efforts across individual service branches have also targeted short-range aerial threats:

- **Air Force Directed Energy:** Development of directed energy weapons explicitly engineered to counter small unmanned aerial systems downrange.
- **Special Operations Testing:** Field evaluations by U.S. Special Operations Forces in Syria testing a 'guaranteed hit' smart rifle system.
- **Joint Defense Mandate:** Department-wide coordination led by the Army to direct counter-UAS initiatives across military branches.

## System-of-Systems Warfare and Defensive Realities

While immediate field efforts focus on short-range point defense, the broader evolutionary trajectory points toward integrated aerial combat environments. McKenzie described an emerging component of modern warfare where manned aircraft operate alongside unmanned platforms in a multi-layered system of systems.

What we're seeing is the emergence of, really, it's not a new form of warfare, but it's a new component of warfare, McKenzie noted. And eventually, I think you're going to see manned aircraft that are going to be supported by unmanned aircraft flying as parts of that system. This could be a system of systems. But on the ground right now, I worry about our ability to protect against swarms of those craft.

Until effective counter-drone platforms are fully fielded and deployed to protect troops in active operational zones, military leaders remain clear-eyed about the current imbalance. Right now, the fact of the matter is we're on the wrong side of that equation, McKenzie admitted. We're working very hard to fix it. It concerns me.
